Part B – Overview of requirements
The following is an overview of requirements for the supply of contract services.
1. Purpose of brief
The West Gippsland Catchment Management Authority (WGCMA) is seeking Expressions of Interest (EOIs) from suitably qualified contractors to provide on-ground services. The purpose of this specification is to provide the basis for interested parties to prepare their submissions. EOIs are being sought for the supply of contract services for the followiong:
- Agricultural fencing of waterways, gullies and environmental projects
- Weed control, vegetation management and revegetation services
- Earthmoving, truck and associated equipment hire.
Potential suppliers must express an interest for at least one of the above.
Applicants must ensure that:
(a) their EOI is presented in the required format as set out in Part C Applicants response and
(b) all of the mandatory (*) information fields in Part C Applicants response are completed and contain the information requested.
2. Work specifications
The following section outlines the indicative specifications and descriptions of the contract servcie categories.
2.1 Agricultural fencing of waterways, gullies and environmental projects
Plant and equipment specifications:
- tractor fitted with hydraulic post driver and auger or other appropriate gear.
- experienced operators in rural fence construction on uneven and undulating ground.
- sound knowledge and understanding of a variety of fencing techniques.
- all operators to have appropriate training and certificates.
- 4WD tractors for steep and undulating worksites.
Works generally undertaken under this specification:
- erection of fencing along waterways; gullies or environmental projects, to agreed standards, timelines and alignments.
- fences will generally be constructed of treated pine posts and plain wire and will often involve the integration of electric fence systems.
2.2 Weed control, vegetation management and revegetation services
Suitable plant and equipment specifications:
- all weed control operators must have current certificates for:
- all weed control staff are to have appropriate training and certificates.
- 4WD vehicle and/or tractor mounted spray equipment – preference for QuikSpray or similar type automatic reels.
- equipment for stem injection/cut and paste treatment techniques.
Works generally undertaken under this specification:
- weed control along waterways and in areas proposed for revegetation.
- site preparation for revegetation work (eg: spot spraying).
- planting of native plants, tubestock/hiko cells and installation of tree guards when required.
- revegetation site maintenance (spraying around seedlings).
- foliar spraying of specific weeds along waterways (willows, blackberry, gorse etc.).
- stem injection or other non-spray method of herbicide application to woody weeds.
- cut and paint, including chain saw use.
2.3 Earthmoving, truck and associated equipment hire
Suitable plant and equipment specifications:
- excavators and operators in the 5-30 tonne range.
- attachments such as hydraulic thumbs or 4 in 1 buckets, and occasionally tilting and rotating buckets, log grabs, rippers, pile drivers, compactors, rock breakers and long reach excavator.
- steel bodied trucks and trailers suitable for carrying rock spalls up to 1,000 mm in diameter.
- prime movers and floats with capabilities of transporting plant and equipment up to 30 tonnes.
- other plant including:
- bulldozers, backhoes, loaders, water carts and other plant as required.
Works generally undertaken under this specification:
- exotic vegetation management along waterways and in areas proposed for revegetation, including management of large woody vegetation (eg: willow), by means of mechanical removal, stockpiling and burning.
- construction of erosion control structures including rock beaching, pile fields, rock chutes, earth banks, gully shaping and other related works.
- general waterway maintenance including woody debris management and alignment.
- cartage of rock spalls between quarries and WGCMA worksites.
- cartage of top soil, clay and other materials.
- transport of heavy plant including excavators and wheeled loaders.
