Invitation for Expressions of Interest (EOI) for the establishment of a Panel of Preferred Contractors for Provision of Goods and Services from 1 July 2026 to 30 June 2029

Introduction
The West Gippsland Catchment Management Authority (WGCMA) is a State Government Authority with responsibility to manage land and water resources and undertake waterway management activities across south, central and west Gippsland from Warragul and San Remo in the west to the Gippsland Lakes in the east, and from the Great Dividing Range in the north to Wilsons Promontory.
The South Gippsland river basin drains south to Anderson and Corner Inlets, while the Latrobe and Thomson river basins drain east to the Gippsland Lakes. Activities within these catchments can alter water flows and quality, vegetation and habitat condition, bed and bank stability, which in turn affect the health of rivers and important wetland and marine environments.
We are seeking expressions of interest (EOIs) from contractors to undertake on-ground works on our behalf.
Expressions of Interest are being sought for the following:
- Agricultural fencing of waterways, gullies and environmental projects
- Weed control and revegetation services
- Earthmoving, truck and associated equipment hire.
Objectives
We are seeking expressions of interest to establish a panel of contractors for on ground goods and services, with recognised and proven skills to support our project activities.
Applicants that have been appointed to previous WGCMA contractor panels must renew their interest through this process.
Appointment will be from the time of formal appointment through this EOI process, up until 30 June 2029.
- Interested parties will be required to register their EOI, by completing Part C Applicants Response
- An overview of our requirements in relation to the services is set out in Part B – Overview of Requirements
- The purpose of this EOI process is to assess the ability of applicants to provide the goods and/or services via the application of the evaluation criteria as described in Appendix 1-Rules governing this invitation and EOI process. Contractors that meet the evaluation criteria will be appointed to the Contractor Panel.
- Being appointed to our contractor panel does not indicate or guarantee that any projects or work will be offered to the contractor by way of tender or otherwise.
- Successful parties will be listed as approved contractors for engagement as required.
- We reserve the right to appoint contractors who are not already appointed to the panel, but this will generally only apply in exceptional circumstances.
- All successful contractors will be required to complete a mandatory WGCMA online safety induction prior to commencement of any work.
- Each project site will require WGCMA approved safe work documentation and process.

Our purchasing policy and tender thresholds are shown below. Quotes are obtained from contractors on the panel. The benefits of the EOI process are to establish a competitive and transparent process for contractor engagement while also providing administrative efficiencies.
